(Reuters) – Insurgents in Iraq have seized nuclear materials used for scientific research at a university in the country’s north, Iraq told the United Nations in a letter appealing for help to “stave off the threat of their use by terrorists in Iraq or abroad.”
Nearly 40 kilograms (88 pounds) of uranium compounds were kept at Mosul University, Iraq’s U.N. Ambassador Mohamed Ali Alhakim told U.N. Secretary-General Ban Ki-moon in the July 8 letter obtained by Reuters on Wednesday.
“Terrorist groups have seized control of nuclear material at the sites that came out of the control of the state,” Alhakim wrote, adding that such materials “can be used in manufacturing weapons of mass destruction.”
“These nuclear materials, despite the limited amounts mentioned, can enable terrorist groups, with the availability of the required expertise, to use it separate or in combination with other materials in its terrorist acts,” said Alhakim.
He warned that they could also be smuggled out of Iraq.

VIENNA – Iran is ready to sharply expand its uranium enrichment in an underground site after installing all the centrifuges it was built for, a UN nuclear report showed on Friday, a development likely to fuel Western alarm over Tehran’s nuclear aims.
The Islamic state has put in place nearly 2,800 centrifuges that the Fordow enrichment site, buried deep inside a mountain, was designed for and could soon double the number of them operating to almost 1,400, according to the confidential International Atomic Energy Agency report obtained by Reuters.
Tehran has produced about 233 kg (512 pounds) of higher-grade enriched uranium since 2010, an increase of 43 kg since August this year, according to the report issued in Vienna.
The Iranians have used 96 kg of the uranium refined to 20 percent of fissile purity for conversion into fuel for its medical research reactor in Tehran, the report said.
Such conversions make it harder for the material to be processed into 90 percent, or bomb-grade, enriched uranium and could be a step by Tehran meant in part to counter Western suspicions of a covert atomic bomb program.

Venezuela and Bolivia are supplying Iran with uranium for its nuclear program, according to a secret Israeli government report obtained Monday by The Associated Press.
The two South American countries are known to have close ties with Iran, but this is the first allegation that they are involved in the development of Iran's nuclear program, considered a strategic threat by Israel.
"There are reports that Venezuela supplies Iran with uranium for its nuclear program," the Foreign Ministry document states, referring to previous Israeli intelligence conclusions. It added, "Bolivia also supplies uranium to Iran."
The report concludes that Venezuelan President Hugo Chavez is trying to undermine the United States by supporting Iran.
