LJUBLJANA/VELIKI OBREZ, Slovenia (Reuters) - Slovenia began erecting a razor wire fence along parts of its border with Croatia on Wednesday, saying it wanted better control over a tide of migrants flowing through the tiny country en route to other areas of Europe.The continent is grappling with its biggest influx of migrants - more than one million are expected this year - since World War Two and is deeply split over how best to respond. European Union leaders were to hold a special summit in Malta later on Wednesday to try to iron out their differences.
Around 180,000 people, many fleeing war in Syria and Afghanistan, have streamed into Slovenia since mid-October after trekking northwards along a Balkan corridor from Greece, most of them bound ultimately for Austria and then Germany.

Jeb Bush: Donald Trump is proposing to build "a wall that can't be built."
Well, it can't be built by limp-wristed losers like Jeb Bush and the rest of the current GOP leadership. They don't want to build it.
Former Florida governor and Republican presidential candidate said the majority of illegal immigrants are coming from Central America, not Mexico, and Donald Trump is proposing to build "a wall that can't be built."As Trump has pointed out, China built a wall that can be seen from space, and is several times as as long, hundreds of years ago using iron age hand tools.
"He wants everyone deported, which would tear family lives asunder," Bush said to host John Catsimatidis on "The Cats Roundtable" on AM 970 in New York. Bush added that Trump's plan to end birthright citizenship, a right currently guaranteed by the 14th Amendment, "would probably be unconstitutional."
"What Donald Trump is proposing is a wall that can't be built, and if it was, it would cost hundreds of billions of dollars," said Bush of the Republican front-runner's plan. Trump has said he "will build a great, great wall on our southern border and I will have Mexico pay for that wall."

MCALLEN, Texas – A previously deported illegal alien who had been convicted of sexually assaulting a child earlier this year is back in the United States.
U.S. Border Patrol agents arrested 22-year-old Joel Silva Duran, an illegal alien from Mexico, last week near the border city of Roma, court records obtained by Breitbart Texas revealed.
After the arrest, the agents learned that Silva Duran had been deported four months earlier, on April 3, 2015, through Brownsville, Texas. The deportation came just one day after he had been sentenced to 10 years of probation at a state court in Rio Grande City on the charge of sexual assault of a child.
Silva was formally charged with one count of illegal reentry by U.S. Magistrate Peter Ormsby in McAllen. It remains unclear if his arrest will have an effect on his probation sentence and if state prosecutors will seek to have the probation sentence revoked in exchange for jail time.

As part of the U.S. Crisis Support Package for Ukraine announced by the White House in April, the State Department awarded a $435,000 contract to B.K. Engineering System in Kyiv for razor wire to help “defend the newly imposed borders between Ukraine’s mainland and the Crimean peninsula.” The contract was awarded on June 12, but was just posted online this week.
An $8 million “non-lethal assistance” package was announced at the same time as a larger $50 million aid package for Ukraine to “help Ukraine pursue political and economic reform and strengthen the partnership between the United States and Ukraine.” The razor wire (Concertina) is included under “[e]ngineering equipment, communications equipment, vehicles, and non-lethal individual tactical gear for Ukraine’s Border Guard Service” that was spelled out in the April Fact Sheet. The contract notice posted online says:

Gang of Eight Immigration Reform Bill supporters would have us believe Obama, Napolitano and Democrats will build a real fence when the Obama administration unilaterally cancelled building a virtual one. Don't believe it for a minute. Congress mandated a real fence with the Secure fence Act of 2006. The Obama administration changed 1,300 miles to a virtual fence and then cancelled that half way effort.
(CNN) -- Homeland Security Secretary Janet Napolitano on Friday canceled the controversial virtual fence along the U.S. border with Mexico, citing technical problems, cost overruns and schedule delays since its inception in 2005.
The Secure Border Initiative-network, a high-tech surveillance system to reduce border smuggling, so far has cost taxpayers almost $1 billion for two regions in Arizona, covering just 53 miles overall on the 2,000-mile border, according to a homeland security report.
Napolitano announced "a new path forward for security technology" along the border that is tailored to the needs of each region and provides "faster deployment of technology, better coverage, and a more effective balance between cost and capability," she said in a prepared statement.

Senators on Tuesday rejected building the 700 miles of double-tier border fencing Congress authorized just seven years ago, with a majority of the Senate saying they didn’t want to delay granting illegal immigrants legal status while the fence was being built.
The 54-39 vote to reject the fence shows the core of the immigration deal is holding. The vote broke mostly along party lines, though five Republicans, including Sen. Marco Rubio and the rest of the bill’s authors, voted against the fence, and two Democrats voted for it.
Republicans had offered the fence as a way to build the confidence of voters skeptical that the government will enforce its laws, but opponents said building more fencing is costly, would take too long, and shouldn’t be dictated by Washington.
“I think we should leave that to the best judgment of the Border Patrol,” said Sen. John McCain, one of the eight senators who wrote the immigration bill.

Conservative Heartache: Rick Perry Opposes Border Fence
There are many issues Rick Perry is on the right side of. This isn't one of them.
MANCHESTER, N.H. (AP) — He may have been 2,000 miles from the border, but Republican presidential candidate Rick Perry’s immigration record in Texas quickly became the focus in New Hampshire Saturday afternoon.
Speaking to hundreds of Granite State voters at a private reception, the Texas governor was asked whether he supported a fence along the Mexican border.
“No, I don’t support a fence on the border,” he said. “The fact is, it’s 1,200 miles from Brownsville to El Paso. Two things: How long you think it would take to build that? And then if you build a 30-foot wall from El Paso to Brownsville, the 35-foot ladder business gets real good.”
The answer produced an angry shout from at least one audience member. And it exposed an ongoing rift with some conservative voters over Perry’s immigration record.
Tea party activists in Texas have been particularly upset by his steady opposition to the fence.

Obama Lies About Border Fence
In El Paso yesterday, President Obama claimed the border fence is "now basically complete.” That claim is blatantly false.

Obama said today in El Paso. . . “They wanted more agents on the border. Well, we now have more boots on the ground on the southwest border than at any time in our history. The Border Patrol has 20,000 agents — more than twice as many as there were in 2004, a build up that began under President Bush and that we have continued. They wanted a fence. Well, that fence is now basically complete.”
Five years ago, legislation was passed to build a 700-mile double-layer border fence along the southwest border. This is a promise that has not been kept.
Today, according to staff at the Department of Homeland Security, just 5 percent of the double-layer fencing is complete, only 36.3 miles.
The Government Accountability Office (GAO), Congress’s investigative arm, reported in early 2009 that only 32 miles of double-layer fencing had been built. That means under President Obama, only 4.3 miles of double layer fencing has been built. This is woefully inadequate.
