Customers of clean energy programs hit with fee increase
The California Public Utilities Commission voted Thursday to allow a nearly 100 percent price increase on exit fees for customers leaving Pacific Gas and Electric Co. for green energy programs like CleanPowerSF and Marin Clean Energy, which will make those and similar programs more expensive.
Many of the programs — where local governments buy green electricity for their residents, while private utilities own and operate the electrical grid — will be undermined financially by the uptick in the charge, called the Power Charge Indifference Adjustment, their officials say.
“We are not surprised that the increase was approved,” said Marin Clean Energy spokeswoman Alexandra McCroskey. “We are disappointed. Our primary frustrations come from the fact that we are becoming almost liable for the market fluctuations for both ourselves and PG&E. If PG&E isn’t planning appropriately for people leaving for community choice aggregation programs, the PCIA will continue to increase. It’s poor planning.”

In a victory for the Obama administration, the spending package released by congressional leaders on Wednesday won’t block American financial contributions to an international climate fund for poorer nations.
The bill, greens and Democrats say, doesn’t explicitly appropriate funding for President Obama’s pledged contribution to the Green Climate Fund (GCF). But since the legislation doesn’t formally block money for the GCF either, Obama is expected to be able to use current discretionary funding streams to send American money to it.
The GFC is a pot of public and private money designed to help poorer nations prepare for climate change. Obama pledged last year to spend $3 billion on the fund by 2020, and he asked Congress to appropriate up to $500 million for it in 2016.

President Barack Obama and the first family will return to Hawaii for their Christmas vacation next week for the eighth year running.
The White House confirmed Friday that the Obamas are due to leave Washington for the island on December 18, the Huffington Post reports.
It is not yet known where they will stay this year, though they have traditionally rented out a property in the upscale Kailua area on Oahu island.
During their year-end trips to the Hawaiian islands the Obamas typically lounge around their rental home, venturing out only on occasion for shaved ice and dinner with their friends.

People fired up snowblowers and dug out their shovels Saturday after the first significant snowstorm of the season dumped up to 20 inches of snow across the Upper Midwest - blanketing a swath from South Dakota to Michigan.The storm created hazardous travel conditions and caused more than 500 flight cancellations. A blast of much colder air was following the storm.The National Weather Service said the snow, which first fell in South Dakota, Minnesota and Iowa on Friday, would head northeast into Canada late Saturday after moving through Illinois, Indiana and Michigan.

Climate change has been blamed for many things over the years. Never, until now, has anyone thought it was possible to see it as a kind of contraceptive.
Hot weather leads to diminished “coital frequency," according to a new working paper put out by the National Bureau of Economic Research. Three economists studied 80 years of U.S. fertility and temperature data and found that when it’s hotter than 80 degrees F, a large decline in births follows within 10 months. Would-be parents tend not to make up for lost time in subsequent, cooler months.
An extra "hot day" (the economists use quotation marks with the phrase) leads to a 0.4 percent drop in birth rates nine months later, or 1,165 fewer deliveries across the U.S. A rebound in subsequent months makes up just 32 percent of the gap.

The Department of Energy claims that Halloween pumpkins contribute to climate change, suggesting that the plants can be converted to biofuel in order to spare the environment.
“With the passing of Halloween, millions of pounds of pumpkins have turned from seasonal decorations to trash destined for landfills, adding to more than 254 million tons of municipal solid waste (MSW) produced in the United States every year,” a post to the Energy Department’s website this week read.
“At landfills, MSW decomposes and eventually turns into methane–a harmful greenhouse gas that plays a part in climate change, with more than 20 times the warming effect of carbon dioxide (CO2),” the government agency warned.

Gov. Andrew Cuomo wasn’t taking any chances that there might be empty seats at a speech he delivered last week on climate change — so state workers were summoned on the taxpayer dime to fill the audience, The Post has learned.
The workers said they left their jobs in the middle of the day Thursday and were paid their full salaries to hear Cuomo at Columbia University announce the state was joining a global effort to reduce greenhouse gas emissions.

That 97% number climate change believers love to cite is really only 43%
The science is not settled. Of course, Obama would call the 57% who have some level of skepticism 'flat-Earth society' members.
I used to think there was a consensus among government-funded certified climate scientists, but a better study byVerheggenStrengers, Verheegen, and Vringer shows even that is not true.[1] The “97% consensus” is now 43%.
Finally there is a decent survey on the topic, and it shows that less than half of what we would call “climate scientists” who research the topic and for the most part, publish in the peer reviewed literature, would agree with the IPCC’s main conclusions. Only 43% of climate scientists agree with the IPCC “95%” certainty.
More than 1800 international scientists studying various aspects of climate change (including climate physics, climate impacts, and mitigation) responded to the questionnaire. Some 6550 people were invited to participate in this survey, which took place in March and April 2012. Respondents were picked because they had authored articles with the key words ‘global warming’ and/or ‘global climate change’, covering the 1991–2011 period, via the Web of Science, or were included the climate scientist database assembled by Jim Prall, or just by a survey of peer reviewed climate science articles. Prall’s database includes some 200 names that have criticized mainstream science and about half had only published in “gray literature”. (But hey, the IPCC quoted rather a lot of gray literature itself. Donna LaFramboise found 5,587 non peer reviewed articles in AR4.)

GOP presidential candidate Jeb Bush says that he believes human activity is contributing to climate change, and that the U.S. is obligated to do something about it.
“The climate is changing; I don’t think anybody can argue it’s not. Human activity has contributed to it. I think we have a responsibility to adapt to what the possibilities are without destroying our economy, without hollowing out our industrial core,” Bush said in an interview with Bloomberg BNA published Thursday.
Those comments contradict the position Bush laid out in mid-June during a town-hall meeting in New Hampshire.

EPA Administrator Gina McCarthy told an audience Tuesday gathered at a White House conference “normal people,” not “climate deniers” will win the debate on global warming.3
McCarthy’s remarks came as she was talking about the reasons why the EPA put out a report on the negative health impacts global warming will have on public health. She said the agency puts out such reports to educate the public, not answer critiques from global warming skeptics.1
“I am doing that not to push back on climate deniers,” McCarthy told doctors, health professionals and others gathered at a White House summit. “You can have fun doing that if you want, but I’ve batted my head against the wall too many times and if the science already hasn’t changed their mind it never will.”1
McCarthy then remarked how “normal people,” and not skeptics would eventually win the global warming debate. Implicit in her remarks is the contention that skeptics are somehow not “normal people.”What do you think?

The French foreign minister said Monday that any international deal that comes from a climate conference in Paris this winter should be written so it avoids needing ratification by Congress.
“We know the politics in the U.S.” Foreign Minister Laurent Fabius said, the Associated Press reports. “Whether we like it or not, if it comes to the Congress, they will refuse.”
The United Nations will host a landmark climate conference in Paris in December with the goal of crafting an international treaty to reduce greenhouse gas emissions. Countries are expected to submit individual reduction targets — the Obama administration’s goal is at least a 26 percent reduction in emissions over 2005 levels by 2025 — and strategies for achieving those goals.

Climate change means rain is returning to previously drought-stricken areas of Africa exactly 30 years since Live Aid raised £150million to help starving people there, a new study has revealed.
A severe lack of rainfall during the 1970s and 80s led to a persistent drought and famine, killing more than 100,00 people in countries such as Ethiopia.
The crisis prompted singers Sir Bob Geldof and Midge Ure to organise the Live Aid concerts in July 1985 to raise cash for the relief fund.
But now research by scientists at the National Centre for Atmospheric Science at the University of Reading, has shown how increased greenhouse gases in the atmosphere, which have caused climate change, have triggered a return of crucial seasonal rains to the Sahel region.
